Citizens’ e-participation in the digital world: empirical insights from Europe

Abstract: This study investigates citizens’ e-participation, examining a large sample of European countries from 2017–2021. Empirical results suggest that the investigation of e-government initiatives cannot be limited to technocracy, requiring the consideration of different factors and the various features of citizens’ engagement. Policy-makers and local government leaders planning e-government strategies should know that e-maturity is highly dependent on the characteristics of the context in which a public sector entity operates: meaning that norms, rules and societal values depicting the institutional context matter. They should also go beyond the efficiency dimension of public service delivery and focus on effectiveness.
