Abstract: In this issue of the Policy Review Section , P. J. A. Robson and R. J. Bennett of the ESRC Centre for Business Research consider the most appropriate delivery mechanisms for the Government's new Small Business Service. In the second article, Philip Boland of the Department of City and Regional Planning, University of Cardiff, reflects on the experience of the European Union Objective 1 Programme for Merseyside (1994-99) and considers the lessons for the design of the next programme. Finally, Richard Williams of the Centre for Research in European Urban Environments, University of Newcastle upon Tyne, considers the significance of the completion of the European Spatial Development Perspective which was adopted by an Informal Council of European Union Ministers at Potsdam in May 1999.
