Public Management Review, 2025, vol. 27, issue 4, 1116-1134

Abstract: In this article, we investigate stakeholders’ micro-level relational dynamics and their connection to issue frame convergence in collaborative governance. We longitudinally studied the collaborative network around area regeneration in an urban area in the Netherlands. Three different relational dynamics emerged over time: an adversarial, a transactional and a care-based dynamic. A care-based dynamic fostered ’deeper level’ issue frame convergence through reflexive integration of differences. Reflexive learning about relational dynamics within collaborative networks is required to nurture this fruitful and productive connection. Participatory action research can offer action perspectives on how to do so.
