The strategy of Siberia social economic development: institutional conditions and mechanizms of realization

Abstract: Forming of new economic base of state building in Russia, appearance of new economic problems and new conditions of their solution – all this demands changes in state regional policy and system of its realization in the scale of the country as a whole and also country's regions. The necessary conditions for state regional policy effectiveness increasing in Russia are the development of the country's territorial development strategy as a main part of the state's social-economical development strategy. In turn, this strategy should be a synthesis of Russia macroregions development strategy on the base of federal districts development strategy. Here the "pioneer" is the Siberian federal district, where on behalf of the President of Russian Federation was developed Siberia economical development strategy, approved by the decision of Russian Federation Government. This strategies, in turn, should be coordinated with middle-term and long-term programmes of Federation subjects and most important cities development.
