Abstract: Features of formation of industrial policy at a municipal level are considered, the role citibased enterprises in development of municipal economy is established. The rating estimation of potential of economic development of municipal formations of Sverdlovsk area as major factor of their competitive development and condition of formation of industrial policy is lead.
