Abstract: In this article discussed conceptual problems realization of scientifically and technical policy in Russia. Author research of changing to Academy of Science and high school, also researching the problems of risk to investment of contract by industrial scientifically production. Formulate basic strategically direction of innovation policy, including regional policy to investment-innovation aspects in Russia.
