Abstract: Theoretical regulations of basic conceptions of budget equilibration are considered in the article and the position of budget deficit/proficit in a system of socioeconomics relations is grounded. Estimation of control mechanism of budget deficit and proficit in the system of socioeconomics relations was conducted. This estimation confirmed an analysis inference about large discontinuity and fragmentation, that is outboard, first of all in respect of strategy of financial policy, sum-total of using, at present, principles, methods and regulations of budgetary management. The article contains a description of basic directions of budgetary policy about optimization of budget deficit/proficit in Russian Federation.
