Human potential as a strategic factor of regional development

Abstract: The article gives an insight of human potential as the strategic factor of regional development. The matter of human potential and its role in regional reproducing process is considered; regional intellectual potential as an integral part of human potential is analysed. The author outlines major directions of active social policy, aimed to develop regional human potential.
