Abstract: Strategic national projects in such spheres as public health services, formation and others certain according to the state initiatives as social priorities of development of the country are aimed at creation of new mechanisms for improvement of quality of a life of citizens of Russia. The condition of these spheres defines social and demographic well-being of a society, forms conditions for development of the human capital. Thus the estimation of quality of social services should be carried out within the limits of substantial definition of service as sets of the characteristics defining established or prospective needs of the consumer. In given clause the author's technique of an expert estimation of quality of the medical services, approved on an example of sphere of public health services in Republic Bashkortostan reveals.
