Generation of rates for electric power in regional power supply systems of Russia: problems of choice regarding an optimum model of rate-making

Abstract: At present contradictions are being intensified and difficulties arise due to insufficiently profound scientific study of the major issues concerned with economic development of Russia. First of all, this is referred to the issues of conceptual and methodological approaches to formation of economic relations in regional power systems in order to stabilize the parameters of the energy market, to reduce risks, to increase efficiency and competitive ability of power-producing companies in the context of the transformational economy. The authors note the fact that a challenging situation has occurred in the regional power systems of Russia in terms of generation of optimal electricity rates. A number of possible solutions to the problem of electric energy loss, optimization of fuel and energy balance throughout the processing line «producers-transmitters-energy consumers» and building up a system of rate-making in the regional energy sector on this basis has been offered.
