Abstract:
New theoretic-methodological approach to assessing state and level of human capital development in the regions of Russian Federation was suggested in the article. This approach is based on qualimetric indicative analysis. Elements of human capital, which characterize areas of it's formation, were revealed: demographic, educational, labour, research and socio-cultural capitals. Suggested methodological instruments based on natural assessments of human capital allow to combine in a single diagnosis system both human capital parameters and environment factors where the former are formed.
