Dividing Russia into 20 agglomerations: reality or utopia?

Abstract:
The present article addresses to the conception of territorial rearrangement of Russia by means of its division into 20 agglomerations, proposed by Russian Government and Presidential Administration of the Russian Federation. The article highlights the omissions of this conception and suggests possible solutions.
