Abstract:
Key challenges and contradictions of a regional innovation policy in Russia are identified. Need to move the Russian economy in an innovative way of development is seen as a prerequisite for achieving economic security. Special attention is paid to the legal aspects of the state innovation policy. Principles and proposals on the delimitation of competence between the Federation and the subjects of Russia to regulate relations in science, technology and innovation of the state innovation policy are developed. Approaches to regional systems for technology transfer are disclosed.
