Abstract: Estimation of durum wheat acreage response models indicate that declining US durum acreage relative to Canada is a result of the relative prices of durum and spring wheat, and US agricultural policies that (a) affect the relative income-support levels of wheat and barley, (b) tie income-support payments to acreage idling, and (c) idle land for conservation purposes. There is evidence suggesting that US agricultural policy objectives are incompatible with foreign policy to liberalize trade with Canada, and has contributed to the relative decline. © 1996 John Wiley & Sons, Inc.
