Using truck‐to‐trunk programs to increase food security and help support farm incomes

Jeffrey Dorfman (), Jared Grant and Julian M. Worley

Applied Economic Perspectives and Policy, 2022, vol. 44, issue 3, 1440-1447

Abstract: The initial lockdown phase of the coronavirus pandemic in the U.S. simultaneously caused food demand from the food service industry to plummet and food insecurity to soar. This created a unique scenario with a large need for food access and a large surplus of food, but no established way to connect the two. The Georgia Department of Agriculture worked with agricultural producers, distributors, and local governments to create a program that facilitated the sale of excess farm commodities and helped alleviate food insecurity. This paper describes how the program was designed and the lessons learned in its execution.
