International trade and terrestrial open‐access renewable resources in a small open economy

Abstract: Abstract In this paper, I investigate the effects of trade liberalization and policies on deforestation by extending a small open economy model with open‐access renewable resources developed by Brander and Taylor (1997a). I endogenize the carrying capacity of the resource. I find, unlike Brander and Taylor, that trade liberalization may increase the forest stock in the resource‐abundant country and may decrease the forest stock in the resource‐scarce country. Moreover, the policies primarily aimed at protecting forests, such as import restrictions by importing countries and forest certification for well‐managed forests, may have perverse effects on the forest stock. Dans ce mémoire, l'auteur analyse les effets de la libéralisation du commerce et de politiques dans ce sens sur la déforestation en généralisant un modèle de petite économie ouverte où il y a accès libre aux ressources renouvelables développé par Brander et Taylor (1997a). La capacité de charge de la ressource est endogénéisée. Contrairement à ce que suggèrent Brander et Taylor, la libéralisation du commerce peut accroître le stock de forêt dans le pays qui a cette ressource en abondance, et peut décroître le stock de forêts dans le pays où elle est rare. De plus, les politiques visant primordialement à protéger les forêts, comme les restrictions à l'importation par les pays importateurs et la certification des forêts pour bonne gestion, peuvent avoir des effets pervers sur les stocks de forêts.
