Identifying fiscal policy (in)effectiveness from the differential counter‐cyclicality of government spending in the interwar period

Abstract: Differences across decades in the counter‐cyclical stance of fiscal policy can identify whether the growth in government spending affects output growth and so speeds recovery from a recession. We study government‐spending reaction functions from the 1920s and 1930s for twenty countries. There are two main findings. First, surprisingly, government spending was less counter‐cyclical in the 1930s than in the 1920s. Second, the growth of government spending did not have a significant effect on output growth, so that there is little evidence that this feature of fiscal policy played a stabilizing role in the interwar period. Identifier le caractère effectif ou non de la politique fiscale à partir de la contra‐cyclicité différentielle des dépenses gouvernementales pendant l’entre‐deux guerres. Des différences dans le degré de contra‐cyclicité de la politique budgétaire peuvent servir à identifier si la croissance des dépenses publiques a un effet sur la croissance de l’output, et accélère ainsi la reprise de l’activité suivant une récession. Nous étudions des fonctions de réaction des dépenses publiques pour les années 1920 et 1930, ce pour vingt pays. Il en ressort deux résultats principaux. Premièrement, et fait surprenant, les dépenses publiques étaient moins contra‐cycliques durant les années 1930 que 1920. Deuxièmement, la croissance des dépenses publiques n’a pas eu d’effet significatif sur la croissance de l’output, ce qui permet de douter que cet aspect de la politique budgétaire ait joué un rôle stabilisateur durant l’entre‐guerre.
