Sharing the burden for climate change mitigation in the Canadian federation

Abstract: Dividing the burden for greenhouse gas abatement among the provinces has proven challenging in Canada and contributes to Canada's failure to limit emissions. This paper uses a computable general equilibrium model to compare a number of rules for sharing the burden of emission reductions among Canadian provinces. Because of the substantial heterogeneity among Canadian provinces, these different rules imply significantly different relative abatement effort among provinces, and also significantly different welfare implications. We compare these archetypal burden sharing rules to existing provincial emission reduction commitments and find that none of the standard burden sharing rules comes close to existing commitments. Ce texte utilise un modèle d'équilibre général calculé pour comparer un certain nombre de règles pour le partage du fardeau des réductions d'émissions entre les provinces canadiennes. À cause de l'hétérogénéité substantielle des provinces canadiennes, les différentes règles impliquent des efforts relatifs de réduction qui varient de manière significative entre provinces, et donc des impacts sur le bien‐être qui varient aussi de manière significative. On compare ce que commanderaient ces diverses règles de partage du fardeau avec les engagements actuels des provinces, et on découvre qu'aucune des règles standards de partage du fardeau ne vient près d'approximer les engagements existants.
