The impact of trade promotion services on Canadian exporter performance

Abstract:
From 1999 to 2006, Canadian firms successfully diversified their exports to destinations beyond the United States while smaller firms increased their share in total exports. Both are explicit aims of the Trade Commissioner Service export promotion program. Exploiting assumptions from the treatment effects literature, we identify a causal, export‐boosting effect. In contrast with existing evidence for Latin American countries, the intensive margin effect—higher exports to existing product‐destination markets—dominates. Effects at the extensive margin—exporting more products to more destinations—are smaller and sensitive to identification assumptions. We interpret this evidence in light of trade models with heterogeneous firms. L'impact des services de promotion du commerce sur la performance des exportateurs canadiens. Entre 1999 et 2006, les entreprises canadiennes ont diversifié avec succès leurs exportations vers des destinations autres que les États‐Unis, pendant que les entreprises plus petites ont accru leur part dans les exportations totales. Il s'agissait des deux objectifs du programme de promotion des exportations du Service des délégués commerciaux. A partir de postulats de la littérature sur les effets de telles actions, on identifie un effet causal d'augmentation des exportations. Contrairement aux résultats existants pour les pays d'Amérique latine, l'effet sur la marge intensive domine : des exportations plus importantes dans les marchés produits‐destination existants. Les effets sur la marge extensive (exportations de plus de produits vers davantage de destinations) sont moindres et sensibles aux postulats d'identification. On interprète ces résultats à la lumière des modèles de commerce international quand les entreprises sont hétérogènes.
