On publication, refereeing and working hard

Abstract: We present a model for academia with heterogeneous author types and endogenous effort to evaluate recent changes in the publication process in economics. We analyze the implications of these developments on research output. Lowering the precision of refereeing signals lowers the effort choices of intermediate ability authors, but invites more submissions from less able authors. Increasing the number of journals stimulates less able authors to submit their papers. The editor can improve the journal's quality pool of submitted manuscripts by improving the precision of refereeing, but not by lowering acceptance standards. The submission strategy of an author is informative of his ability. À propos de publication, d’arbitrage et d’effort de travail. On présente un modèle pour une milieu universitaire habité par des auteurs hétérogènes et un effort endogène pour évaluer les changements récents dans le processus de d’arbitrage des publications en science économique. On analyse les implications de ces développements sur la production de recherches en économie. Réduire la précision des signaux de l’arbitrage réduit les choix d’effort des auteurs de qualité intermédiaire, mais invite davantage de textes soumis par des auteurs moins doués. Le directeur d’une revue peut améliorer la qualité des textes soumis à la revue en améliorant la précision de l’évaluation des arbitres, mais pas en réduisant les normes d’acceptation des textes pour publication. La stratégie de soumission de manuscrits d’un auteur informe quant à sa qualité comme auteur.
