Civic Hackathons and Democratic Transformation - #WirVsVirus in Terms of Political Representation

Abstract: Der Beitrag nimmt den Fall des zu Beginn der Coronapandemie organisierten und von der Bundesregierung unterstützten Civic Hackathons #WirVsVirus zum Ausgangspunkt, um die demokratietheoretischen Implikationen dieses technologisch orientierten Handlungsformats zu diskutieren. Es wird repräsentationstheoretisch untersucht, wie unterschiedliche Ansprüche gesellschaftlicher Gestaltung in und durch Civic Hackathons erhoben und verhandelt werden. Ergebnis der Untersuchung ist, dass der Hackathon eine erfolgreiche Durchsetzung der Repräsentationsansprüche der Civic-Tech-Initiativen an den administrativen Staat darstellt, indem sie in der Krise ein neues Format etablieren, das effiziente und subsidiäre Problemlösungen verspricht. Der demokratische Beteiligungsanspruch des Hackathons wird jedoch nur partiell eingelöst: Zwar ermöglicht das Format ein offenes, öffentlichkeitswirksames Einbringen von Vorschlägen, aufgrund der technologisch-organisatorischen Struktur und des kompetitiv-lösungsorientierten Verfahrensmodus verbleiben Handlungs- und Entscheidungsmacht jedoch weitgehend bei den Organisator*innen.
