Abstract: Die organisierte Zivilgesellschaft ist weder als bloßes Unterstützungs- oder Legitimationsinstrument staatlicher Politik noch als oppositionelle Gegenmacht zu verstehen. Sie ist als eigenständige Sphäre zu sehen, die demokratische Prozesse ergänzt und mitgestaltet.
