Abstract:
Inhabitant weighting is subject of this Länder-level study in the Länder fiscal equalisation scheme. Starting point is the ruling of the Federal Constitutional Court of 11 November 1999 which necessitated an empirical examination of the existing inhabitant weighting methods of the city states as well as possible additional requirements of sparsely populated Länder. Methodologically the analyses are based on a cost comparison oriented on the concept of the compensating variation of microeconomics. The empirical examination uses three approaches: an input, an output and an econometric approach. In addition the question of spillover effects is pursued by means of a theoretical analysis.
