Persistent gender pay gaps: drivers and policy levers

Chapter 25 in Handbook on Labour Markets in Transition, 2024, pp 483-499 from Edward Elgar Publishing
Abstract:
This chapter considers the gender pay gap in forty-four OECD and European countries, which stubbornly stands at 12.8 percentage points. Behind those numbers, we illustrate the cross-country variation in factors influencing the pay discrepancies, including women’s representation in managerial positions, relative minimum wages, collective bargaining agreement rates, attitudes towards gender roles, and pay transparency measures. Given the differences in labour markets across countries, offering a menu of tools is appropriate to attempt to close the gap.
