We cannot build equitable artificial intelligence hiring systems without the inclusion of minoritized technology workers

Abstract: The purpose of this chapter is to examine the relationships between diversity, equity, and inclusion in the technology workforce and the building of AI hiring systems that discriminate. We synthesize scholarly literature, government and industry reports, and articles from the popular press to discuss two threads of argumentation. The first thread uses Hill Collin’s Four Domains of Power as an organizing framework for presenting factors that contribute to the underrepresentation of women, Black, and Latinx workers in the US technology industry. The second thread discusses how underrepresentation in the US technology workforce perpetuates biases in the building and impacts of AI hiring systems. The chapter concludes with salient questions for researchers and practitioners who seek to problematize these interconnected power relations.
