Accountability and the digital transformation of international organizations

Abstract: In the march to embrace digital transformation, International Organizations (IO) must take heed. Digital transformation occurs when technology is incorporated into an organization’s systems and processes in a way that fundamentally changes how it operates. Although diffusion of innovation will have desirable consequences, it may also create unforeseen, dysfunctional effects. Notably, new technologies may impact the accountability obligations of an IO in ways wholly unanticipated. Accountability can be an epistemic blind spot in the digital transformation of IOs, and its nature must be fully comprehended before technologies are diffused. To identify and understand the accountability of an IO, its inter-institutional and participatory accountability relationships must be identified so that the potential impact of technology on the obligations that arise from those relationships can be planned for. IOs must prepare and plan for the diffusion of technological innovation to account for both positive and negative consequences of digital transformation on accountability.
