Abstract:
This chapter discusses the role that international organizations have played in global higher education governance. First, the chapter proposes how to organize the analysis on international agencies, their scope, dynamics, goals, and agenda setting among other elements, showing the difficulties involved in studying these organizations since they are in general hermetic and discreet in their operations. Secondly, the chapter points out the use of soft power as a tool to analyse their influence in public policy decisions, despite the difficulty estimating its effectiveness. Also, from the perspective of the think tank definition, the role of expertise credibility, meaning an insignia and nomenclature which an international organization depends on. Finally, three cases are used to understand soft power: the implication of scandals when there is a conflict of interest in their work; the role of the OECD as a global think thank; and the function of international conferences currently.
