Chapter 19 in The Materials of Service Design, 2023, pp 185-190 from Edward Elgar Publishing

Abstract: This chapter explores the concept of "policy" as a material in service design, focusing on the understanding of policy as governmental policies and policy development. The text highlights the multiple understandings of "policy" as a term and proposes to view policy in two different ways: as written laws and regulations (institutionalized form) and as the actions of actors in policy-related contexts (enactments). The chapter suggests that policy can be understood as an input or frame for design work, however, it also points out that service design's role in forming policy is not always straightforward. The text also discusses how service design decisions can express different sets of policy and how policy is interpreted and materialized through different contexts and situations.
