Abstract:
This chapter reviews the cultural and historical background of the development of access to postsecondary education by people with disabilities in Mainland China. This access has been strongly influenced by attitudes toward the disabled in Chinese society and disability legislation formed within a Chinese cultural context. A timeline of the development of inclusive higher education in Mainland China is presented. Significant disability policies and legislation during different periods of time, specifically before and after the instituting the gaokao (the national college/university admissions examination) to all students with disabilities in the year of 2015, is introduced and their impact discussed. The chapter emphasizes the positive changes in the past decades in Mainland China and considers challenges that still exist. A culture-based development model and the developmental trend of Chinese inclusive higher education are the primary focus of discussion.
