Corruption as a problem in public choice

Abstract: A public-choice approach to corruption highlights how economic incentives for private gain, both inside and outside government, can conflict with public laws and values. Anti-corruption programs should harness the power of economic incentives to limit illegal payoffs and improve government integrity and public program performance. Reforms should make it relatively easy for citizens and business firms to further their legitimate economic and social goals without paying bribes or seeking favored treatment. However, reformers should not so single-mindedly focus on anti-corruption that they leave the government unable to confront complex policy challenges.
