Abstract:
We explore foreign influence, defined as efforts by foreign powers to affect policy outcomes in other countries through voluntary agreements, policy interventions, or regime interventions. Foreign influence arises from cross-national policy externalities, where foreign powers seek to shape policies that impact their interests. Policy interventions include strategic rewards or sanctions, while regime interventions involve efforts to alter a country's political institutions. We discuss the challenges of measuring and inferring causality in relation to foreign influence. The rise of social media has opened new avenues for election meddling and information manipulation.
