Abstract:
The objective of this entry is threefold: to discuss theoretical considerations about the definition of a shadow economy and its main drivers; to illustrate the size and development of the shadow economy of 157 countries for the period 1991 to 2017 and of 28 EU countries for the period 2003 to 2021, with an analysis of why people work in the shadow economy; and finally, conclusions are presented, and policy measures to reduce the size of the shadow economy are elaborated.
