Measures of corruption

Nadia Fiorino and Emma Galli

Chapter 58 in Elgar Encyclopedia of Public Choice, 2025, pp 407-410 from Edward Elgar Publishing

Abstract: Corruption is a complex and multifaceted phenomenon that consists of different types of abuse of discretionary power by public officials to pursue a private interest. This complexity accounts for the difficulty in finding and agreeing on a precise and encompassing definition, and it is at the origin of the existence of different methodologies to measure it. Several indicators have been proposed at the international level (Transparency International, World Bank, European Commission, OLAF), following different approaches (e.g., cross-country vs. within-country, mono- vs. multi-dimensional, subjective vs. objective); however, its measurement is still a highly debated issue.
