Abstract:
In a world of Downsian convergence, economic policy and economic outcomes are unaffected by the identity of the governing political party. We do not live in this world. Advanced Western democracies exhibit marked divergence between parties, and consequently, policies and outcomes oscillate with the results of electoral competition. This partisan policy oscillation has been studied for decades. We discuss early theories and results from national studies, measurement difficulties and strategies for overcoming them, intergovernmental grants, subnational studies and the distribution of benefits, and the effects of recent political developments like rising polarization and the fragmentation and realignment of party systems.
