Abstract:
This chapter reviews the literature on subnational political budget cycles (PBCs) – cycles in fiscal variables around elections generated by state, provincial, regional, or local governments. The first studies were published at the beginning of the 1990s, and the literature expanded considerably thereafter. This chapter first identifies the fiscal variables for which stronger evidence of PBCs has been found. Then, it surveys the literature analysing how the political, institutional, and economic contexts condition subnational PBCs. Finally, studies on the impact of politicians’ characteristics on the probability of engaging in opportunistic policies to win elections are discussed, and conclusions are presented.
