Political economy of emerging donors

Abstract:
In the past two decades, “emerging donors”—countries that serve as both foreign aid recipients and providers—have grown in importance in the global aid landscape. Their rise has been praised for challenging the dominance of traditional Global North donors and offering aid recipients more options. However, concerns exist regarding the geopolitical motives of these emerging donors, who often operate outside established aid frameworks. Critics argue that without these standards, emerging donors may prioritize their own foreign policy interests over poverty alleviation, potentially undermining aid effectiveness and weakening established norms in foreign aid allocation.
