Abstract:
“Integration” can mean two very different things: the integration of markets and the integration of government. The integration of markets requires the removal of government restrictions on trade and capital movements. These policies strengthen competition and freedom. The integration of government weakens competition among the policymakers of different jurisdictions and, for this reason, reduces the freedom of the citizens. Political integration draws on the positive connotation of market integration. This may explain why advocates of political integration promote the use of the term integration.
