Abstract:
The Illinois Coalition on Youth (ICOY) is a statewide association for nonprofit organizations active in youth and family services in the state of Illinois. During the state budget Impasse of 2015-2017, many nonprofit organizations did not receive payments owed to them by the state, and ICOY found a strong voice in serving as an advocate and strategist for its members. Through strategic action and innovation, ICOY helped both itself and its member organizations through a resource famine while continuing to serve the people of Illinois.
