Abstract: Abstract Like the word “change”, “change management”—meaning actions at the top to change the whole organization (“whole system change”)—is a mantra in the world of management consulting.1 It is also a myth. There is no whole to change. Departments, divisions, and organizations are not made of Lego blocks, which can be rearranged to create a new and different structure.
