Abstract: Abstract In many industrialized countries, the public sector experienced numerous changes during the 1980s, and France is no exception. The main transformations have occurred within public corporations (firms controlled by the state), as a result of privatisation. In contrast to this trend, the scope of public administration remains fundamentally unchanged, except in the case of postal services and telecommunications, which since 1991 are no longer included in public administration staff.1
