Industrial Relations under Self-Management

Abstract: Abstract ‘Under capitalism, trade unions are supposed to protect the workers against the capital owners and the executives of capital owners, i. e. management. Under bureaucratic socialism, as found in the Soviet Union and most other countries of Eastern Europe, one could see the role of trade unions in the protection of the workers against the state and the state bureaucracy with its various organs. But what is the role of trade unions in Yugoslavia, where companies are run by workers? Do they protect the workers against themselves?’ I asked Ivan Kukovic, President of the Slovenian Trade Union Federation in an interview on 6 August 1973, in Ljubljana. Mr Kukovic knew of thirteen reasons for the continued existence of trade unions under self-management:
