Abstract:
Abstract This chapter analyses the expenditure allocation to health and personal social services in the 1984 White Paper on public expenditure. This will involve the appraisal of three very different sub-budgets: the cash limited Department of Health and Social Security (DHSS) allocation for NHS hospital services, the ‘open ended’ DHSS allocation for Family Practitioner Services (FPS), and the partially cash limited and soon to be ‘capped’ local authority allocation for personal social services (local authority social services: LASS).
