How and Why Does the Efficiency of Regional Innovation Systems Differ?

Abstract: Abstract The question “Do Regions Matter for R&D?” (Kleinknecht and Poot, 1992) has a long tradition in the regional economics literature. While a number of hypotheses suggest that location has a strong impact on innovation activity, the available empirical evidence is not at all persuasive (section 2). This paper investigates differences in innovation behavior in a sample of eleven European regions (section 3). The analysis reveals a number of differences in the input and output of innovation processes (section 4). The focus of analysis is, however, on the productivity of innovation activities that can be considered a measure of the quality of a regional innovation system. Section 5 explains how estimates for the efficiency of regional innovation systems are derived from a knowledge production function and discusses the results for the sample of eleven European regions. The question whether these differences in the efficiency of innovation activity can be explained by R&D cooperation behavior is investigated in section 6. Section 7 contains some final remarks.
