Abstract:
Abstract Congestion on the roads is a pressing problem for most metropolitan areas around the world. It causes transportation problems in traffic networks, and, in addition, the consequential delays negatively affect economic activities as a whole. Furthermore, congestion has adverse effects on the environment; one could think of pollution, noise annoyance etc. Many measures or instruments have been suggested to resolve (part of) the congestion problem. In the previous chapter, the discussion was focused on one such instrument: the impact of implementing motorist information systems. In this chapter the feasibility of an economic instrument that has caused a great deal of controversy is analysed: road-pricing. Although on theoretical grounds it can be easily shown that road-pricing is the first-best solution for efficiently dealing with externalities in transport, this instrument cannot yet boost much public and political support. In this chapter, various aspects, problems and consequences associated with implementing road-pricing will be discussed by reviewing the relevant literature. Solutions provided by different researchers to enhance the acceptability of a road-pricing scheme will be compared, and conflicting viewpoints will be identified and brought together.
