Chapter 2 in Is Transport Infrastructure Effective?, 1998, pp 17-45 from Springer

Abstract: Abstract Infrastructure is a well-known term used by many experts and laymen. But a closer examination of the term reveals that it is not easy to provide a satisfactory definition. These semantic difficulties will be addressed in section 2.2. Based on this we give further reflections on the public character of infrastructure and the role of the public sector in providing infrastructure services (section 2.3). Various ways of measuring infrastructure are highlighted in section 2.4. This is followed by some data on infrastructure investments in various countries in section 2.5. A basic limitation of these investment figures is that they do not really address the services provided by infrastructure. These services are discussed more fully in section 2.6, where we focus on the concept of accessibility and provide a list of ways to operationalize this concept. Section 2.7 concludes.
