Abstract: Abstract In this chapter we will analyse qualitatively various relevant aspects of the Pentagon model of critical success factors. The information source for our analysis is based on information offered by various qualified experts involved in the energy initiatives of the above case cities. They comprised amongst others policy-makers, engineers and representatives from energy companies.
