Abstract:
Abstract Digital switching and transmission, together with intelligent software, are radically altering the production, communication and use of information in business to the extent that many commentators argue that a dependency on complex electronic information and communication technologies will characterise the economically advanced nations at the close of the twentieth century. National economies will need to allocate a significant proportion of their resources to information and communication activities (Bell 1973, 1980, Toffler 1980, de Sola Pool 1990, Negroponte 1995). In particular, the international ‘network of networks’, the Internet, has become the basic foundation for the information society, with associated political importance in the United States and Europe (IITF 1993, European Commission 1994).
