Abstract: Abstract The systems of innovation approach has recently received considerable attention as a promising conceptual framework for advancing our understanding of the innovation process in the economy. A system of innovation may be thought of as a set of actors such as firms, other organisations, and institutions that interact in the generation, diffusion and use of new — and economically useful — knowledge in the production process. Territorially based systems of innovation build on spatial proximity in terms of both spatial distance and contiguity — as either regional [subnational], national or global systems of innovation. The central idea underlying territorially based systems is that the economic performance of territories depends not only on how business corporations perform, but also on how they interact with each other and with the public sector in knowledge creation and dissemination. Knowledge creation is viewed as interactive and cumulative process contingent on the institutional set-up (Fischer 2001a).
