Establish an Operating Framework That Fosters Engagement

Raphael H Cohen ()

Chapter 5 in Driving Employee Engagement, 2026, pp 113-157 from Springer

Abstract: Abstract This chapter demonstrates that effective governance is essential for fostering psychological safety, trust, and sustainable engagement within teams. Governance is presented as a multi faceted system, with the Engaged Team Charter highlighted as a particularly effective component. The harter serves as a blueprint for establishing clear agreements that eliminate confusion, prevent conflicts, and maximize team performance. A step-by-step methodology is provided for co-constructing a charter that transforms good intentions into measurable results. This “six-stage rocket which acts as the skeleton of the Engaged Team Charter, includes clarifying the team's purpose, defining key indicators of success, setting clear imperatives, specifying expected behaviors, making team governance rules explicit, and establishing enforcement mechanisms to ensure that the charter is actively lived rather than merely stated. The chapter emphasizes the necessity of explicit governance rules, including mechanisms for accountability, fair process, constructive questioning, and the unwavering protection of individual dignity. It explains how to create a safe environment in which toxic behaviors are not tolerated and everyone is held to the same standards, regardless of position. Special attention is given to the dual responsibility of leaders and team members to both give and receive feedback, fostering a culture of openness, learning, and continuous improvement. Practical tools are introduced, such as the eight fundamental questions that should guide every leader and the EazyMirror Employee Perceived Fairness Score, which measures perceptions of fairness and guides corrective action. The chapter also explores the value of an internal justice system to ensure consistent rule enforcement and protect those who respect the charter. Real-world examples and actionable frameworks illustrate how effective governance clarifies expectations, prevents conflict, and supports a culture of fairness, caring, and high performance. By mastering these governance levers, leaders can create resilient, inclusive teams where psychological safety, engagement, and collective success are sustained.
