Abstract:
Abstract This chapter describes the development of a data-driven community engagement plan for the Integrated Carbon Observation System Research Infrastructure (ICOS RI), a distributed European Research infrastructure producing high-quality greenhouse gas data. It examines ICOS RI’s complex governance model and highlights the need to strengthen internal cohesion and sense of community across its diverse members, roles, and scientific domains. Drawing on an identity study based on survey and interview data, the chapter analyses members’ perceptions of the RI’s purpose, motivations for participation, and expectations. These insights inform a structured engagement framework addressing emotional, cognitive, and behavioural needs across different constituencies. The chapter outlines how engagement activities can be aligned with ICOS RI’s strategic objectives to enhance coordination, strengthen shared identity, and foster long-term sustainability.
